They do not say where the toggles are, what the defaults are, or whether turning one off affects parties with friends on other platforms, so this page does not claim any of that. If a cross-platform party stops working after 1.2.0, check these toggles on every player’s account first. The patch’s other changes are on 1.2.0 balance changes.
