The reinforcement route

The sources do not provide a verified drop rate, number of attempts or guaranteed timetable. We therefore do not label repeated failures as a bug by themselves.

If the option has not appeared

Check the actual message shown after the spectator activity. A completed activity and an offered reinforcement are different outcomes. Record which occurred before comparing your experience with another player’s.

Do not deliberately sacrifice a healthy civilian solely because a guide mentions spectator mode. Discuss the team’s current objective and available opportunities first; this is a coordination recommendation, not a hidden game requirement.

What to do when you return

If your team is attempting detention, continue with the arrest checklist. Being an officer is one part of that sequence, not an automatic match victory.
